A user signs a contract for a pre-determined amount of resources or services in advanced provisioning. The provider then delivers the services as per the contract, and the user pays a flat fee or every month. It provides enhanced cloud security services and other benefits like tracking, resource allocation, etc.

For instance, AWS provides users with the facility to access and modify cloud instances, Microsoft’s Azure site recovery tool helps replicate VMs or virtual machines automatically, and so on. And there are other private cloud management tools used by these companies for various services.
